The policies of the UH System Board of Regents take precedence over all other policies.

UH System Policies - SAMs

System Administrative Memoranda (SAMs) are policies that specify rules to implement Board policies or establish rules of overall System concern not addressed in Board policies.

UH Policies - MAPPs

University policies, known as the Manual of Administrative Policies and Procedures (MAPPs), are applicable only to UH.
