Extended Producer Responsibility Policies for Plastic Packaging

This study updates our 2025 analysis of the gaps, challenges, and opportunities within the United States’ Extended Producer Responsibility (EPR) framework for plastics packaging. The policies are evolving rapidly across states. As of summer 2026, many states are now in the policy design and implementation stages.
