As students prepare for the start of the fall semester, the University of Houston's Cougar Textbook Access Program (CTAP) continues to make course materials more affordable, having saved students and families nearly $77.8 million since launching in spring 2022.
CTAP provides undergraduate students with access to required course materials before the first day of class, helping them start the semester prepared from day one. Since expanding to a university-wide flat-rate model in fall 2023, the program has become an important part of UH's commitment to affordability and student success
Students are automatically enrolled in CTAP each semester but may opt out if they choose. Program fees are billed directly to students' accounts, allowing scholarships and financial aid to be applied toward the cost.
The program's impact continues to resonate with students. In spring 2026, CTAP achieved an 85.2% participation rate, reflecting strong student support and continued demand for affordable access to course materials.
"When students have their course materials on or before the first day of class, they can focus on learning instead of worrying about whether they can afford or access the resources they need," said Dakota Rogers, Program Manager for Auxiliary Services. "CTAP helps remove that barrier, allowing students to start the semester with confidence and focus on their academic success from day one."
Auxiliary Services continues to enhance student experience through ongoing improvements to the program. During the spring semester, the Campus Store introduced a virtual pickup process through CougarQ, allowing students to join a virtual line and schedule a pickup time for physical course materials, reducing wait times during one of the busiest times of the year.
